Thinking about brewing up an IPA in the next few weeks. Have never used Citra hops but have heard good things. Have also never used Palisade hops and don't know anyone who has. Figured I'd wing this, lemme know what you think!

One fellow in our brew club just brought in an american ale with citra hops (I think he used bitter, flavour, aroma and dry ). It tasted like a nice american ale but it smelled a lot like papaya/mandarin orange. He said it wasn't too much to his liking.
 
I made a big pale ale/small IPA that was all Citra once and wasn't that pleased with the bittering qualities of it. I loved the flavor/aroma, but I'd probably look elsewhere for your bittering. Not saying you shouldn't make this, just my 2c.

Citra has great flavor and aroma qualities, if you like tropical fruit. I personally think it can make a great beer, but very sweet & tropical hop character.

You might go with Magnum for a nice clean neutral bittering to let the flavor/aroma shine through,
 
I just started drinking and IPA I dry hopped with citra. Very nice! I don't know how it is as a bittering hop though. I think it would go well with palisade.
