I like what you have! It looks like your playing a game with the hop schedule at the end! I would like to try it. I've read on here if the citra is 2013 they have been disappointed with the flavor.
 
With that malt bill which looks like the Electric Pale Ale grain & %'s so I would hop it the same with all late kettle additions. Leave out the FWH and hop like this:

Citra & Cascade @ 20min - 15ibu
Citra & Cascade @ 10min - 15ibu
Citra & Cascade @ 2mins - 10ibu

Whirlpool at the end of the boil and let it stand for 5mins

Dry hop after fermentation has finished or with 2-3point of gravity to go with :

Citra & Cascade @ 2g/L each hop
