Depends on the CIP you get. The one I got from Spike is made to work with March/Chugger pumps. There are others out there (like from Amazon) that require higher flow/pressure levels to spin. You'll want to match the CIP ball requirements to a pump.
I do have a sump pump that I bought to use for cleaning the fermenters. Used it a handful of times before going to the March/Chugger pumps mounted to the brew stand. Easier to simply circulate hot PBW with those (the majority of the sump pumps don't do well with hot water/fluids).
