If a guy wanted to keg mead or apfelwein or something that was still, c
an you apply a small amount of CO2 pressure to dispense but not carb it?
 
yea just purge the head space and don't pressurize the keg anymore than you have to to get it to seal properly.
 
I do it all the time. One of the reasons I have two secondary regulators. 2 psi does the job. The wine is slightly carbonated, but since it is not chilled, the CO2 absorbed is minor.

I also dispense REAL ales this way, even though it is a direct violation of CAMRA.
