Can sufficient bitterness be obtained for an IPA in a 15 minute boil?

anyone else have an answer to the OPs question? My thoughts, first wort hop is cheaper, but yes, you can get perceived bitterness from hop bursting..

I totally agree. You can get bitterness from those late adds, but personally I don't feel it gives bitterness like that of early or FWH additions.

I also use a calculator to estimate IBU and base a recipe around that. According to my software (BrewPal and iBrewmaster) those additions from 15 mins on out lend very low IBU until you really crank up the size of the add, AA% of the hop or both. To me, this leads to a beer with a ton of hop flavor and a perception of bitterness. As I said before, personally I feel a beer like that seems out of balance. I know there's a ton of great brewers out there who feel differently, but there's probably an equal number who agree..... I think this is just a matter of personal preference and taste.
