Can i change temp in Stout after primary fermentation?

I have a stout that has been fermenting for a week at around 65. I was wondering if it's okay to place it in my basement which temp ranges from about 59-61 degrees?? Also, tomorrow im doing a Kolsch and was wondering if i should place it in the basement immediatly or let it ferment out at 70 degrees and then move to basement??
 
If the stout has finished fermenting (check gravity), then it's fine to move it. But if it's still going, I'd leave it where it is until it's done fermenting.

For the Kölsch, it depends on the yeast strain. If it's WLP029, it probably won't do well at such a low temperature.
 
I just fermented a Kölsch at 60° using WLP029, no issue.

Great! But it's worth noting the White Labs website recommends fermenting it not below 62°F.

what about moving the kolsch under the house after primary fermentation?

Ideally, it's best to lager it in the 30s°F, but depending on the yeast it might be fine to lager it warmer.
 
My situation is opposite of yours. Usually I ferment for atleast a week in a temp controlled fridge, then after 7 days its out to room temp (68-75F) for 2 more weeks. In my case, the higher temps dont really hurt it, and might help finish it, but for you, lowering the temp might actually stop fermentation, so I'd probably make sure its done before doing that.
