The flavor is spicy or peppery. The amount depends on how much flavor you want and what style you are brewing. If it is a big robust beer with lots going on you need more then you would in a lighter pale beer. So...
What kind of beer are you brewing and what volume? What gravity do you want as well.
 
Rye malt and flacked rye both need to be mashed, not steeped. Rye malt, which can be hard to find, will actually convert itself, but flacked rye has to be mashed with base malts. 5-10% is about the limit for a mini-mash. Bit the bullet and get a really big grain bag. The main difference between steeping and mini-mash is the temperature.

Thought I'd interject something here. . . Bob Keeshan is a decorated war hero. Below is an excerpt from a Johnny Carson show interviewing Lee Marvin. . .I know :off: but I couldn't resist. Greatness needs to be recognized. Enjoy.

The dumb bastard actually stood up on RED beach and directed his troops to move forward and get the hell off the beach. That Sergeant and I have been lifelong friends. When they brought me off Suribachi we passed the Sergeant and he lit a smoke and passed it to me lying on my belly on the litter and said, 'Where'd they get you Lee?' "Well Bob... if you make it home before me, tell Mom to sell the outhouse!" Johnny, I'm not lying...Sergeant Keeshan was the bravest man I ever knew..... Bob Keeshan... You and the world know him as Captain Kangaroo."
 
And on the subject. . .

I've been thinking of mashing with rye for quite some time. . .maybe a red ale with some rye. . .I think it was Dude who mashed with the stuff, and ended up with a stuck mash. So, I'm afraid to mash with it. Someday, perhaps.
