Going for an American Pale Ale named Tears of the Dragon. I'm throwing a small twist by using a touch of victory and a touch of golden naked oats. Amarillo to bitter and Citra for aroma and dry hopping. Anybody have experience flirting with small doses of victory of GNO in an American Pale?

define "small dose".....
 
I put victory in 80% of the beers I make. I love the stuff. It's a great addition to pales and ipa's. Those and browns are the main beers in my regular line up.
Add 5-8% victory to a regular pale recipe. You'll dig it.
 
The recipe I made will have 6.88 Oz of Victory @ 3.33% and 4.48 Oz of GNO @ 2.19%

Go for it. What have you got to lose. I agree w/ the other guy on the Victory malt but I've never used GNO so i do not know what you are shooting for there.

I use biscuit (same thing as Victory) at about 5% for my 'house pales' and I really think it adds a little "something'.

4.42 Lbs Pilsen Malt (34.62%)
1.41 Lbs Munich 10 (11.05%)
0.43 Lbs Victory (3.33%)
0.28 Lbs Golden Naked Oats (2.19%)

0.64 Oz Amarillo (60 Mins)
0.70 Oz Amarillo (30 Mins)
0.64 Oz Citra (5 Mins)
1.00 Oz Citra (Dry Hops)

2% oats will probably not impart any noticeable qualities to the beer. It might aid in head retention a bit. I'd also up the Victory to half a pound if you want to really taste it.

This is a good point, I don't want to add something and get no flavor.

What sort of taste does the Victory impart on the brew??

Long legs means more room for beer!
 
Victory is American biscuit malt. It gives you bready toasty and nutty flavors. It's great stuff. My Ipa gets a full pound in a 5 gal batch.
Your hops look good too but I'd change the 30 min addition of amarillo to 20 or 15 min. You'll get more flavor that way.
Citra is a great flavor and aroma hop if you like mangoes and passion fruit flavors. I thinks it's really good to add some complexity to the usual citrus bombs.
