Brew Shed - Shed or "addition" to house?

I'm toying with the idea of making a brew shed. I'd like to go all electric and (ideally) install a sink in it. My question is how do I find out if this is technically (in the eyes of "the man") an addition to the house or just a shed? I am sure this differs state by state but I don't know where to even start looking. I've tried digging through the city codes but am turning up nothing. Ultimately I don't want to raise my girlfriend's (the home owner) taxes, etc.

Where I live(Ontario, Canada) you dont need a permit if the building is under a certain size(12ft by 12ft) That may also very between towns.
I recommend calling you local municipal office on Monday and asking them

Thanks! I know the size requirements but thought I heard it also depends on the level of upgrades within. I could be wrong.
