brainstorming: pump cool keezer water to bucket ferm cooler

just thinkin'

If i put a bucket of water in my keezer (4 celcius) and drop a pump into it with no check valve and put a single hose to a bucket outside the keezer at approximately the same height, would the water pumped out in one direction equalize level by siphon action once the pump stops running? I figure it would be about 24 inches to go up to the collar where I would drill for the hose.
Or as an alternative, 2 hoses-one pump and one to return (I could use my siphon pump initialy to evacuate the air on the return side and leave it in the keezer bucket)... maybe better because the equalization of water level would be more or less constant.
my thinking with an ebay temp control to turn the pump on and off this could work nicely as a programmable fermentation cooler this summer .
