Bottling question

This is my second batch & the first batch had a slightly weak carbonation. I use a bottling wand & I stopped filling the last bottles when it was an inch & a half or so from the top of the bottle. That was WITH THE WAND displacing the beer. My question is this: how far from the top of the bottle should I fill them with the wand displacing some of the beer?

Right up to the top with the wand at the bottom of the bottle.

yep, the wand will disperse just enough beer to leave perfect headspace.
