Never did all grain before and never used beer Smith my question is I'm only trying to make a 1gallon batch and it says 1.82 sparge water and 1.54 boil size. And a 60 min boil. So my question is while steeping do i step in 1.54 gallon then sparge and rinse the grains witg 1.82 gallons of sparge then boil for an hour ? Also should i steep at 168 for 1 hour? I get this is a pretty dumb question

BIAB typically doesn’t have a separate sparge addition, although it can. What is shown as sparge volume is actually your strike/full volume. Once a typical grain absorption rate around around .125 gallons/pound of grain is added, it take the total volume down to 1.54 boil volume.
 
It looks like you have this set up as an extract batch instead of all grain. I can tell because the recipe report you posted is not showing the Mash Steps section (should be there between "Mash Profile" and "Carbonation and Storage" when you have all grain selected). Select all grain, then in your mash profile check the BIAB full volume box.
