I want to set something up where I can both serve from kegs and ferment simultaneously. I thought a single freezer would be a good way to do this but I've read that it isn't good to have beer in a freezer with a non-constant temperature (from adjusting it during fermentation).

If I want to have 3-4 kegs serving and ferment in 1 bucket at the same time, what is the best set up?

Keep the fridge/freezer at your serving temp, and wrap a heater wrap around your bucket, tied to a thermowell through the lid.

This seems like it would result in a constant fight between the freezer and heater wrap...

Yes. If you want different temps you're running at least two devices.

But if you're keeping the freezer at 35-40 ANYWAY for pouring from kegs, it's only keeping the heating wrap on the bucket that changes.

Your other option is an entirely second fridge/freezer or othetwise method of temp control.
