I would go with a larger heat sink, rated for at least 50a to give you some head room. You will be drawing more than the 40a rating of that one when both elements are firing.
 
Is it only an assumption that it is rated for 40a because they say "25 or 40a SSR"? I think what they mean is that there are only mounting holes for one SSR and they only sell 25 or 40a SSRs. I'm sure bigger is better with heat sinks, but my gut tells me it could handle it. They have a smaller one for a 25a SSR and it's just about half the size as this longer one.

My build has two elements (5500W and 4500W) and I'm planning on being able to run both at the same time. Could I tap different holes in this and use it for both SSRs or would it get too hot?

It would probably get too hot.

I purchased the square / tall 40a heat sinks, and they work well.
