Appropriate time to add a campden tab on brewday?

I've been looking into when people are using campden tablets and various other means to remove chlorine / chloramine for extract brews.

Some are adding a tab to water before steeping and boiling
Some are adding a tab just before pitching yeast.

I'm leaning toward adding one to all of my pre-boil tap water a little while before I start steeping grains.

Is this the appropriate time to add a campden tablet?
 
I crush a couple tabs into strike water and sparge water

Yep, powderize them and stir them into the water well before use, like a couple hours. I don't know if that's the best way to use them, but it's what I have been doing. :)
