Am I being ripped off with these crystal malts?

I have bought crystal malts 60L from 2 different companies.

They are obviously crushed in 2 different ways....but one has white malt bits in it, while the other one is darker and has brown malt bits in it. How is this possible if they are both 60L?

Malts differ between maltster companies, or even batch to batch, you are not being ripped off, this is just the difference b/w one product and another...

Or perhaps someone made a mistake packaging the malt....IDK
 
There may be two different base malts involved also. Some companies use 2-row barley and some companies will use 6-row barley for the base malt they process.

My guess is that the sample on the right is Briess. I have noticed that it takes a sum-of-its-parts approach to crystal malt, i.e. Mix several different crystals together until the net effect would produce color like C-60. This one looks like a blend including some really dark crystals.
The sample on the left looks like a uniform batch.

FWIW, this discrepancy is why I switched over to English crystal: each batch may fluctuate slightly, but at least you know it is from a single batch.
