I have a bunch of Columbus whole hops to use and thought I would make an single hop IPA. I made this up on the fly

It's going to be plenty bitter. I grow CTZ and have found that when I bitter with it the beer comes out with a harsher bitterness. I would recomend using something different for bittering. Bittering hops don't contribute much to the hop profile anyway. Just a suggestion. Other than that, should be a great beer.
 
I wonder if I could back the boil down to a 60 min and back the amounts down.
 
I've done a single-hop Columbus IPA and it's worked beautifully. I wouldn't worry about using it as a bittering hop.

I'm not sure I'd go with 1# of C120L though... I usually don't like my IPA that sweet. I shoot for about 8.33% C15L or C20L, and then the same proportion Vienna, but I'm on the dry side. You could get away with 1# of C40L pretty easily.

I generally get ~65 IBU, and dry hop w/ 2 oz per 5 gallons.

Other than the C120L addition, I think you'll be in great shape. The hop schedule will be quite fine.
