after 12 hours the yeast starter won't start.

That does not look like a flocc'd starter and the layer on the bottom looks to be way more volume than what the vial would have provided.

It is described as super clean, and super fast fermenting. I say crash the starter and test the fg. Could be done.
 
It don't look good. On a stirplate a vial of White Labs WLP810 - San Francisco Lager Yeast™ in a 2000ml flask of 1.035 wort at 72F has well developed krausen when sitting on a stirplate in less time.

I dunno, he's sitting below 800ml of undisclosed OG and at 68*f. I think it ate fast but stayed cool and didn't get enough to need to burp.
