Is there a set time when to add different extract parts? I believe that typically DME goes in prior to heating the water. If I were adding like 7 lbs of LME is it best to split it? Does that change the beer color by splitting vs all at beginning of the boil?

The later it is added the less darkening you get.

I prefer 1lb of DME per gallon boiled, the the remainder if DME and all LME at flameout (or not long before flameout).
 
If you are doing extract brews with steeping grains, then you will want to add any extract after your initial 30 min steep. Longer boils will darken the color of the wort. I usually use LME and add it all at once, Would do the same with DME. As long as you're not doing an extended boil, you shouldn't have any carmellization.:)
