I was a little aggressive on adding top-off water for a partial mash, partial boil.
Added water to get to 5.5 gallons (Instead of the instructed 5 1/8 gallon). The target OG was 1.55, and I measured 1.49 (Corrected). Would 1/2 gallon extra top-off water lower the SG by that much?

Yes sounds about right. I woudlnt worry about it too much. You will jut have half a percent less alcohol but a few extra beers. It's hard to be precise on top off water.
 
+1 on mosquitocontrol's post. You increased your volume by 10%, therefore you can expect your gravity to be 90% of the target. 55*.9 = 49.5.
 
Thanks, I wasn't worried. It was Sunday, so the higher math wasn't clicking for me. I will appreciate the few extra beers in the end tho ;-)
