I told a buddy of mine . Hes thinking of getting into all grain . BIAB style . Would a 15 gallon kettle be sufficient for 5 gallon brews ?

Yes, that would be plenty. I do 5 gallon BIAB in a 9.5 gallon kettle and it's fine. I sometimes wind up with about 6 gallons in the fermenter.

A 15 gallon kettle should be able to accommodate closer to 10 gallon batches if he wanted to do that.

A 10 or 15 gallon kettle will work. A 15 gallon kettle might be easier for large grain bills and not having to worry as much about boil overs, but try and make sure if you go with a 15 gallon kettle that the bag is big enough to fill out the entire kettle. @wilserbrewer and The Brew Bag are great options for bags.
