That's true, but you can tell based on headspace pressure/head on the pour ABOUT how carbonated it is. After trying it a few times, you will get a feel for how far along it is.

When using CBC-1, you can either pull a sample to check the gravity (be very careful using picnic taps, because the PSI at room temp may crack the valve), or very gently test the PRV valve to see how much pressure has built up in the keg.
Or just pull a glass and taste.
I would probably go heavier with citra late in the boil (if you do boil additions) and whirlpool and then go heavier on the nelson in the dry hop. Maybe 2:1 Citra in the whirlpool and 2:1 nelson in the dry hop.
I had a Citra/Nelson double from WeldWerks/Casey (it was a collab) called Transmountain Diversion. It was phenomenal. One of the best IPA's I've ever had. That combo gets my vote.
I also brewed an El Dorado/Nelson session NEIPA (3.2%abv) and that combo worked nicely as well.
Using a Sue clone recipe and swapping in mosaic will be a good start I think. Pompeii tends to be a bit clearer on average. I’m not sure if that is related to hop lots that they select, or if that is related to process. It’s also slightly lower abv since they moved everything to the new brewery...
I would google a guide to proper keg purging. There are several methods of doing it (opening prv, sanitizer purging, etc...), each with varying effect, but you would be surprised how many purge cycles it takes to get the O2 levels down in the keg to "shelf stable" levels.

In that case, yes you are likely dealing with something else. It could be oxidation in the keg from oxygen left in the headspace after kegging/purging, it could be impure Co2, or it could be ingress through the lines. It could be something completely different. How long has the beer been on tap?
