I ended up going with one of these cheapo regulators that has adjustable increments of LPM. Flow Rates: 0 - 1/8 - 1/2 - 1 - 1.5 - 2 - 3 - 4 - 6 - 8 - 10 - 15 LPM. I forgot to mention I bought my 20 CU cylinder from GTS-Welco for $60 shipped. Here's the link

I have a 20CU refillable CGA-540 O2 bottle I picked up. Besides getting a stone and some hose I am trying to figure out what flowmeter would work with this. I want to accurately measure out the O2 I am adding. Can someone recommend a make and model flowmeter that would work with this bottle?

from what i understand the newer BT 4 was designed to address the EMI issues. i was going to model a breakout box design like the Blackheart Brewing guys did. i haven't asked them directly but it sounds like the combination of those two addressed the interference issues. i may be misinformed.
