    1 lbs of Victory is OK and twhe additon of Dark Munich. I would however drop the C60 and the roasted barley and only add a bit of Honey malt. Columbus for bittering and the rest for flameout and dry hopping. Being that you want a Double IPA, the dry hop charge should be at least 4-5-6 oz.

    I have had great results in using lots of flaked oats in IPAs, along side wheat or flaked barley. Flaked oats will deliver a smoother, silkier mouthfeel, just like you would in an NEIPA.

    For the yeast I would however recommend Safale US-05, which attenuates better and will get you a drier beer. As for the grainbill, I would only go for Maris Otter. You could add a bit of flaked wheat/barley for head retention or Carapils, but a cleaner grainbill, would help the hops shine...

    I have used Pekko hops in an IPA. They are very potent at 17.5 AA and for me, they left a herbal, minty, juniper like aroma, which is not unpleasent, but I would assume it needs to be paired with a specific recipe/taste you want to obtain.
