    I'd go with 1.5 oz of Centennial for 60 and add more late addition hops for the additional IBUs. 2.5 @ 60 may be a bit much Also looking at your grain bill, why the Amber malt? Never seen that in an IPA, it may leave it more malty and sweet. Unless of course that's what you're intending. 1...

    I would probably move your 40 minute Centennial back to 60. Since you are doing a partial boil you'll lose IBUs when topping off. I do partial boils myself and have been going big on the 60 minute addition to ensure a good bitterness. Also maybe consider more hops in a 30 minutes steep...

    BIAB/Full Volume Mash and wort fermentablity
