    Or possibly there was not enough Yeast pitched. However if it is still bubbling away then it is getting there, I would leave for another week and check your gravity. Also if it is a little on the cool side then maybe wrap a few blankets around it.

    The only way you will really find out what is happening is to take a gravity reading, do you have a hydrometer? Three weeks sounds a long time for it to be still fermenting.
