Other than 15 minutes, what are you really getting by cutting your boil down from 60 to 45, in the scheme of things, are you getting anything out of shorter boil time? If 15 minutes is a make it or break it setting for you, maybe you shouldn't brew that day.... Things can go wrong that could...

Went for the easy, lazy fix.

I bought my freezer off of Craigslist, so no idea how old it actually is. I built mine with the idea of being able to move the collar. Drip tray is also held on by magnets, so not a difficult task of moving.

That's what I was wondering, if it was low refrigerant. Can that be replaced like an A/C unit?
