Have you tried other shops? When I bought my 20lb tank, it was out of date. I took it to west air and they swapped it out without even looking or asking.
FWIW my session IPA is mashed low (148F), with an OG of 1.048. I keep the grain bill the same as I would for an IPA, pale with a very small amount of light crystal. I also really like FWHing for these and eliminating the 60min addition. Mine is FWH'd with amarillo and lots of late additions...
As mentioned, go with 4" shanks. I just put 3" ones in mine with a 2x6 collar and they wouldn't fit with an additional 1" collar. I'd also second getting stainless shanks.
