I had a system set up very similar to this, and I did have issues with foaming. A small fan pointed up the tower really did the job though and was all I needed to keep the lines chilled. I'd use just a computer fan or something of the same size, doesnt take much.
Can you take a gravity? That'll tell you exactly where its at. Otherwise I'd let it go until the cake drops, but I don't use secondary fermentation so our process is different.
