I don't see what's so special about it. You can measure S.G accurately with just a scale and any way to measure exactly a given amount of fluid (which seems to be what the pycnometer is).
I don't know how much that pycnometer is, but you can do the same with a small erlenmeyer and your scale.
 
Mass is easy to measure, volume more difficult. With the flask, differences of surface tension/meniscus and relatively large opening will affect accuracy. With the pycnometer, you fill then squish to ground glass through the capillary, precession volume.
