What is this? Post pictures of objects you would like help in identifying

I thought it might be fun to start a thread where we could try to find out what unidentified items were. Given the vast and varied experience and expertise of our membership, some mystery items might get identified.

I'll start out with this item, found in a box of stuff. The only markings on it are ENGLAND and Pat No 598219. I already tried a limited search in US and UK patent sites. The round part in middle can be turned with fingers to close clamp. There are recessed holes in back plate, perhaps to attach to something.
