Beer Gas Regulator Acting Up

Seems like my beer gas regulator has lost its mind.

I found it at 60 psi today, which did not make me happy. I have been trying to adjust it, but it really seems to like high pressure. I never had problems with it before.

The pressure in the tank is low. I believe there is a leak somewhere. I haven't located it yet. Do regulators ever start to act funny when the pressure gets low? I can't recall having this problem in the distant past. I have had this regulator for about 20 years.
 
Almost sounds like a blockage instead of a leak.
Gas coming in, but not going out and building up.
Not sure at what sort of pressure the pressure release valve should be working, but maybe use it to release the pressure and check your outlet
