I have a bunch of hops in varying degree of size/stage. But there is a big group (30-40) of comes that are this size and have the lupulin inside ( assuming that's what it is). Should I harvest these?

Pretty cool. Mine are third year too. Not as mature as your crop, but I expect a good harvest.
