Low IBU American Pale Ale
The recipe below (not mine) won a gold in the APA category of the 2008 NHC. When I plug it into beersmith I get ~20 IBUs, which would put it out of style. Apparently the AHA confirmed that the recipe is correct as submitted by the brewer.
Does it seem likely that this is a recipe that could take gold in the APA category or do you think there's a misprint somewhere? If it's likely to be accurate, I'd seriously consider brewing it. I'd like to brew a nice easy drinker to go with burgers and fries on a hot night, like a cross between a blond and an APA.

20 lb (9.07 kg) Gambrinus pale malt
1.0 lb (0.45 kg) 40° L crystal malt
1.0 lb (0.45 kg) 65° L crystal malt
1.0 oz (28 g) Goldings whole hops, 4.3% alpha acid (60 min.)
1.0 oz (28 g) Willamette whole hops, 4.7% alpha acid (30 min.)

Primary Fermentation: 7 days at 68° F (20° C) in glass
Secondary Fermentation: 21 days at 67° F (19°C) in glass
Mash grain at 152° F (67° C) for 60 minutes.
