Default Setting New Regulator

Brand new to kegging. Just picked up some kegs and a regulator from CL. Testing the kegs to make sure they hold pressure but can't figure out how to set the regulator. I've tried turning the brass screw on the front, but the pressure just gets higher and higher no matter how I adjust it. Am I just and idiot?

If you turn it to the right (use a flat head screwdriver), the pressure will go up. If you turn it to the left, the pressure will go down.

In order to turn it down, you have to purge it though!

I have a few of the midwest cheapo regulators that do that. They're defective. The pressure just rises no mater what until the release valve opens.
