Is a 3/8" ID copper tube too narrow to make a whirlpool chiller? Especially since I have a 1/2" ball valve leaving the kettle? I'll be getting a pump soon and I'm trying to figure out how I want to modify my immersion chiller.

If you are referring to soft copper tubing , 3/8 ID tubing takes 1/2 inch copper fittings so you should be ok

You may need to start with smaller "tubing" and work your way up to bigger stuff.

Well my concern in all this is clogging the tube. Will I be able to pump recirculating wort through 3/8"?

yes you can pump water just make sure you have some type if filtration/ screen in place to keep the larger pieces out.
