Here's the base recipe:

9.5 lbs of MO
1.0 lbs of Vienna
.50 lbs of Cara-Pils
.50 lbs Crystal 20
.50 lbs Wheat

OG: 1.063
Yeast: WLP051
IBU'S: 65-75

The LHBS finally got some Columbus and Simcoe in! So for hops I have:

2 oz Colmubus 14%
2 oz Simcoe 11.9%
2 oz Amarillo 8%
2 oz Cascade 5.4%

I FWH hop all my beers so that is a must. Other than that, I'm open to suggestions! Never used Columbus or Simcoe.

pellets, plugs, or whole leaf?

1 oz. cascade FWH
1 oz. columbus @ 60
1 oz. amarillo @ 5
1 oz. columbus @ 5
1 oz. simcoe @ 0
1 oz. amarillo @ 0

dry hop:
1 oz. cascade
1 oz. simcoe

Are you looking to use all 8 oz?

If not, I really like the Columbus and Cascade combination, something like this would make a really nice (not over the top) IPA.

1oz Columbus FWH
1oz Columbus 60 min
1oz Cascade 15-20 min
.5oz Cascade 0 min (steep 15 min)
.5oz Cascade Dry Hop

I did a Simcoe/Amarillo IIPA and did not really care for the result. Others seem to really like it. If you want more IBUs I would add some Simcoe early on and or Amarillo later on.

.5 oz. cascade @ FWH
.5 oz columbus @ 60
.5 oz. amarillo @ 5
.5 oz. simcoe @ 5

dry hop
.5 cascade
.5 simcoe

Not sure what the AA of your hops are, but I played around with the numbers in Beersmith and came up with this:

Amount Item Type % or IBU
9.50 lb Pale Malt (2 Row) UK (3.0 SRM) Grain 79.2 %
1.00 lb Vienna Malt (3.5 SRM) Grain 8.3 %
0.50 lb Cara-Pils/Dextrine (2.0 SRM) Grain 4.2 %
0.50 lb Caramel/Crystal Malt - 20L (20.0 SRM) Grain 4.2 %
0.50 lb Wheat Malt, Bel (2.0 SRM) Grain 4.2 %
0.75 oz Columbus (Tomahawk) [12.20%] (60 min) (First Wort Hop) Hops 32.8 IBU
0.50 oz Columbus (Tomahawk) [12.20%] (60 min) Hops 19.8 IBU
1.00 oz Cascade [6.30%] (18 min) Hops 11.6 IBU
0.50 oz Cascade [6.30%] (0 min) Hops -
0.50 oz Cascade [6.30%] (Dry Hop 14 days) Hops -
0.75 oz Columbus (Tomahawk) [12.20%] (Dry Hop 14 days) Hops -

Estimated Original Gravity: 1.064 SG (1.056-1.075 SG)
Estimated Color: 6.6 SRM (6.0-15.0 SRM) Color [Color]
Bitterness: 64.2 IBU (40.0-65.0 IBU)

For IPAs, I usually aim to have my OG roughly == the IBUs and have not been disappointed yet. I left the efficiency at the default 75% so if you are getting more than that, maybe toss in a few of the final addition of cascades at 2 or 3 minutes.
