I have a stout in a secondary carboy and I've noticed a little ring around the edges at the surface of the beer. It's the first time I've seen this.

I didn't notice any krauzen bubbles on the surface at all. It's kind of worrisome, but I popped the top and took a whiff and it smelled fine. The gravity was still a high so I'm hoping this is fermentation from rousing the yeast when racking.

Oughta be OK. You just probably weren't at FG in secondary, so more fermentation occured. Look for a itty bitty yeast cake when you rack again.
