Is there a place to buy cheap champagne yeast? Either a place that sell a couple packets cheap with low shipping or a place to buy it in bulk? Thanks!

Assuming you're not near a homebrew store?
Find a friend who is; have them buy a couple packs for ~$0.80, and mail them to you via USPS in a envelope with a couple stamps.

Red Star & Lalvin are both about $1. AZ_IPA had a great idea, go with that.
