Warming the Carboy

Ok I've got my Jackie Brown Ale sitting down in my friend's basement fermenting away, very very slowly. The temp my carboy is reading is at about 56, I have a feeling if I want to meet my deadline on this brew I'm going to have to keep it a little warmer.

So far I have propped it up off of the concrete floor with a piece of packing styrofoam.

I just need some ideas on how to raise the temp just a little without making it fluctuate wildly and giving me off flavors.
 
What temp are you shooting for? An easy and cheap way of getting it to ~70F reliably is to put the fermenter in a cooler or rubbermaid container, fill container with water, and install an aquarium heater. Mine bottoms out around 68-70F. I left my port last year in a 50F house for two weeks, and it maintained ~70F the whole time, quite reliably.
