the room in my basement where my beer is fermenting is barely 55 F. is there a yeast out there that will activate under this temp?
 
Sounds like Lager time. Nottingham is good to 59F and if you put the fermenter in a cardboard box, the heat of fermentation will keep the temperature up. Pitch it around 75F to get a good growth stage.
 
Man, you're lucky and you don't even know it! You're sitting on a cellar, my friend! You can do all kinds of delicious lagers! Kolsch is an ale strain but will work very well at 55. Also, you've got great temps for aging more complex beers/wines. For beer, keep your bottles somewhere a bit warmer (~65-70) for a week or two, then condition it for the long haul at 55.
