Am thinking about racking an IPA onto a yeast cake from my primary....will the hop trub affect the new IPA?
 
Yes it will. Hops inhibit both bacteria and yeast, the latter less so obviously otherwise we woudn't add hops to beer would we, but it is enough to render your yeast less healthy. I would not pitch yeast directly from a really hoppy beer into a new batch of beer - especially one that also has a lot of hops. Just make a starter from your cake and you will be good to go.
