Steeping Grains

When you say "must mash", that is if you are looking to pull sugars from the grain, right? Steeping a grain like Amber malt will add some flavor, but leave the sugar unconverted, right? The reason I ask is that some recipes include a small amount of one of those grains just for the flavor addition it makes, and not counting on any fermentable input from it.

The chart says "mash" and "yes". If I interpret that correctly then everything else not mashed can be steeped...or can any grain be steeped???

See my confusion??
