Kegging At High Pressure, Need Some Help

Well, I have a batch of "champagne" in a keg, carbonated to about 30 psi. I have 15 feet of 3/16 gas line, and the stuff is still flying out of the tap as a glass of foam. Any thoughts on what I should do, do different balancing rules apply at higher pressures?

Turn the gas off and purge the keg of all pressure. Dial regulator down to 10-12 lbs serving pressure and turn the gas back on. Then work to dial in the flow from there.
 
what temperature is the keg at?

also, you are using 3/16 thick walled beverage line for the beer line, right? not what you just buy at the hardware store.

also, is all the beverage line in the fridge?

general rule of thumb is to start with more line than you need, and then cut back. right now you are already on the edge of being too short. but again, answer the questions i posed first.
