Final gravity and airlock activity?

I brewed an amber IPA 13 gallon full boil using 12# amber DME and almost 4 pounds of specialty grains. I used 2 - 6.5 gallon carboys with a starter of washed WLP001 yeast in each. Ended up with almost 6 gallons in each carboy. Now after 4 weeks and seemingly stable gravity, both carboys still bubble off and on (every 5min or 30 min, nothing constant). Bungs removed a few times to check gravity. Had crazy activity for the first week with blow off tubes and then it settled down. Was planning to bottle tonight, but I don't want 100 possible bombs.

OG 1.058 - 1.067
FG suppose to be 1.014 - 1.017

Forgot to take OG, Ended up with FG of 1.008

Temps started @ 68-69 and now up to 72 degrees.

Is the hydrometer the final word?

As has been said here several times, an airlock is NOT a fermentation gauge. It is merely a valve. Judging from your OG and FG readings, your beer is very much done. You can definitely go ahead and bottle.
