WLP060 Yeast Question

I have been experimenting with a Scottish Ale & just can't get the result I should with fermentation. I have been starting with an OG of 1.054 and can only get my FG down to 1.020 for some reason. That is only a 61.7% apparent attenuation or a 50.1% Real attenuation. The batches I have brewed have had the following OG & FG readings, adjusted.
Batch 1: 1.044 to 1.012
Batch 2: 1.053 to 1.024 (Tried to re-pitch new yeast but go nothing out of it)
Batch 3: 1.054 to 1.020 (Has not moved now in 3 days)

Any ideas?
