What is Malto-Dextrin

I am mashed in on a all grain Amber Ale that has Malto-Dextrin in the recipe and I am not sure if I want to use it . Does it impart a flavor or just up the fermentable sugars?

Allso I have a few partial bags of hops I was thinking about using up. How does this sound

.5? oz Centennial 9.7aa at boil
.4? oz Nugget 13.7aa at boil
.5 oz Cascade 5.0aa at last 15

The total grain bill is 8.4#
 
I went ahead and used the Malto-Dextrin . I had used it before in a Porter but I wasent sure about useing it in a paler Beer.

As for the Hop's I used

.5? oz Centennial 9.7aa at boil
.4? oz Nugget 13.7aa at boil
.6 oz Cascade 5.0aa at last 15
.5 oz Cascade 7.9aa at last 15
