11.7 is degrees of plato/brix. Its another way of showing gravity. In this case, it translates to a starting gravity of 1.047. Seems pretty straight forward recipe of 50% two row malt, 50% malted wheat. It only has 11 ibus so that's why you don't taste the hops. Probably just a few grams added at beginning of boil to balance the sweet apricot.
use a program like beersmith to get the right amounts and you will get close.
