Still Fermenting After 4 Weeks?

I brewed an English IPA 4 weeks ago with Wyesat London Ale Yeast. I moved it into the secondary after the first week and have been dry hopping since. Although the airlock isn't bubbling I can still see very tiny bubbles if I shine a flashlight into the carboy. Is the fermentation process still taking place after 4 weeks or is there some other phenomenon occurring?
 
It doesn't necessarily mean that it is fermenting. More than likely just CO2 coming out of solution
