Hop Additions for British Pale Ale

I'm planning to make a British pale ale for a friend. I have my ingredients picked out, but I'm debating about hops for the flavor and aroma additions. Here's what I have so far:

Steeping Grains:
1 lb Crystal 60
1/4 lb Victory Malt
1/4 lb Biscuit Malt
1 Tablespoon Gypsum

Fermentables:
6 lbs Light LME
1 lb Light DME

Yeast: US-04


Hops:
1 oz Perle @ 60
1 oz Kent Goldings @ either 15 or 5
1 oz Fuggles @ either 15 or 5

In what order should I add the KG and Fuggles? Should I do a half ounce of each at each addition? If not, which would be better for flavor and which better for aroma?

Me I would drop the Pearl and bitter with an oz of Fuggles and then an oz of EKG at 15 minutes. Do you have a beer program so you can see what Ibu's you will be at?
 
I calculate IBU at 44.1 using Rager's Equation.

For bittering, does it really matter what type of hop I'm using so long as I hit my IBU target? I have a ton of Perles from a pound I bought last summer.
